New partners: International Scientific and Technical Park in Qingdao
Evgenii V. Reshetnikov, head of the Department of informatization of Kalashnikov ISTU, tells about the conference, prospects of cooperation with Chinese colleagues, building of “Blue Silicon Valley” in China:
- The conference was held in China, Qingdao city, where there is an intensive building of “Blue Silicon Valley” now, which is created by our Chinese colleagues.
“Blue Silicon Valley” is beautiful and sounding name for the one of the most promising centers of the rapidly developing economy of China. It is the area of scientific and technical park of Harbin Institute of Technology (HIT) and the place of location of headquarters of ASRTU – Association of Sino-Russian Technical Universities.
Generally speaking, Qingdao is a resort city: beaches, hotels, entertainment infrastructure.
Based on the presentation of the center is being built, there is expected to build an entire city district in the so-called New town, in the area of modern skyscrapers and facilities built for the Olympic regatta. It will be modern industrial park, which involves living accommodation, research and production areas. Domestic and foreign researches will be invited to the center. They will be able to live there and to use great technological base and to bring research, ideas, and projects to the stage of commercial product.
Colleagues from Russia, China, America, and France attended the conference, and as event was held under the ACRTU, Russian representatives were in majority – universities of Khabarovsk, Komsomolsk-on-Amur, Chelyabinsk, Moscow, Saint-Petersburg, etc.
One of the main topics of detailed discussions and exchange of experiences was the method or the process of organization of future “Silicon Valley”. Say, French colleagues presented their own scheme of innovative process. Compulsory condition of such mechanism is support of each scientist by manager, they are absolutely sure that a scientist is not obliged to realize, implement into production his developments, etc. Scientist should mind his work – science, manager – organization of production and business-processes, and seller – trade.
Chinese, according to their reports, take the same view and are ready to provide technical, resource and also managerial support to researchers.
There is no yet the final scheme of management and organization of the future center, but as we can see, intensive work in this direction is going simultaneously with the building.
Conference participants discussed the question about copyrights of future employees of “valley”. It is an important and difficult problem for those, who have to deal with intellectual property.
According to many Russian colleagues, with whom we spoke at the forum, there are good prospects for Russian universities in China to promote and realize their projects – they are guaranteed by the willingness to invest money, willingness of Chinese colleagues to any participation in any joint projects, etc. Judging by the number of patents that are in ISTU, we also have something to offer and people who are ready to promote and realize their projects, who couldn’t find in Russia financing and production basis. Actually, now we are waiting for completion of construction and I think that the next step is meetings of partners and discussion of projects.
